WHEREAS, the First Amendment restricts the passing of any “law respecting an establishing of religion, or prohibiting the free exercise thereof”; and,

WHEREAS, the Fourteenth Amendment requires that “No State shall make or enforce any law which shall … deny to any person within its jurisdiction the equal protection of the laws;” and,

WHEREAS, the Civil Rights Act of 1964 requires that “all persons shall be entitled to the full and equal enjoyment of the goods, services, facilities, and privileges, advantages, and accommodations of any place of public accommodation,” and

WHEREAS, America was founded on the principle that open competition and free enterprise generates the best quality and least costly products and services; and,

WHEREAS, the most important and sacred production of any society are the generations of precious children it produces; and,

WHEREAS, the quality of education these children receive is the most important element in their success as individuals and America's future as a nation; and,

WHEREAS, parental choice in the selection of the school, curriculum and teachers that meet the needs, talents and faith of the individual child is critical to the effectiveness of that education; and,

WHEREAS, the American People elected President Donald Trump in 2016 after he had repeatedly promised to establish school choice,

NOW, THEREFORE, BE IT RESOLVED that parental and taxpayer rights be restored by quickly passing the proposed legislation, entitled:

The Civil Rights Act for Equal Educational Opportunity

This will empower all parents to provide their children with quality K-12 education that meets their needs, talents and faith, for one-half the cost of their local public school, provided they are taught and trained to comply with the laws of their city, state and country. Half the savings are to be returned to taxpayers and half are to pay down government debt.
